FG to Review National Telecom Policy, NCC to Disclose MNOs’ Quarterly Performance Reports

  • The Federal Government and NCC are reviewing the 2000 National Telecom Policy.
  • NCC Executive Vice Chairman, Dr. Aminu Maida, announced this at a media engagement in Abuja.
  • He explained:
    • NCC has begun consultations with the ministry to revise the policy.
    • The current policy is outdated, focusing on voice and text, while today’s landscape revolves around internet connectivity and emerging technologies (AI, IoT, augmented reality).
  • NCC also plans to start quarterly disclosure of Mobile Network Operators (MNOs) performance reports.
  • These reports will:
    • Be based on aggregated data from consumers’ devices.
    • Include state-by-state analysis of performance metrics.
    • Rank operators publicly as 1st, 2nd, or 3rd.
  • Maida noted:
    • Operators ranked last will face pressure from their boards.
    • Transparency will also give operators grounds to push their boards for investment.
  • Corporate governance is a major focus:
    • Strong governance directly improves financial performance, service delivery, and compliance.
  • NCC is also:
    • Revising QoS guidelines.
    • Expanding accountability to include Tower Companies (TowerCos).
    • Monitoring industry reforms such as:
      • NIN-SIM audit completion.
      • Settlement of USSD debt disputes.
      • Transition to end-user billing.
      • Launch of a Major Incident Reporting Portal.
  • Maida reassured Nigerians that NCC is working hard with stakeholders to improve service.
  • Consumer education was highlighted:
    • Freda Bruce-Bennett (NCC Consumer Affairs Director) encouraged habits such as:
      • Turning off video autoplay.
      • Limiting background data use.
      • Monitoring app permissions.
      • Regularly updating apps.
  • The goal is to ensure transparency, competitiveness, and improved quality of service across the sector.
