LAGOS, NIGERIA — The Progressive Governors Forum (PGF), comprising governors elected on the platform of the All Progressives Congress (APC), has released a detailed communiqué following its two-day strategic meeting, held from December 5 to 6, 2025, at Eko Hotels, Victoria Island, Lagos.

Convened by the Forum Chairman, Governor Hope Uzodimma of Imo State, and hosted by Governor Babajide Sanwo-Olu of Lagos State, the meeting focused on strengthening collaboration among APC governors, reviewing Nigeria’s socio-economic direction, and advancing support for President Bola Ahmed Tinubu’s Renewed Hope Agenda.

People-Centred Governance and National Direction

The PGF conducted a comprehensive review of the nation’s political, economic, and social climate, reiterating that all reforms must improve citizens’ daily lives.
Governors:

  • Reaffirmed that governance must prioritise dignity, inclusion, and equal opportunity for all Nigerians, youth and elderly, women and men, workers, entrepreneurs, and vulnerable groups.
  • Commended President Tinubu for efforts in stabilizing the economy, boosting national security, and driving structural reforms in food security, power, transportation, and enterprise support.
  • Pledged to align state policies with federal initiatives to maximise reform benefits at the community level.

Economic Reforms, Cost of Living, and Social Protection

Acknowledging the economic strain citizens face, governors:

  • Recognised the sacrifices Nigerians are making during the reform period.
  • Resolved to intensify state-level interventions in food production and distribution, SME support, youth employment, and targeted relief for low-income households.
  • Committed to stronger collaboration with federal bodies, the National Economic Council, and local governments to ensure reforms translate into real improvements in living standards.

Infrastructure, Urban Renewal and Liveable Communities

The Forum emphasised infrastructure as a catalyst for productivity and investment, noting Lagos’ leadership in transport and urban regeneration.
Governors agreed to:

  • Scale up investments in roads, public transport, housing, water, digital connectivity, and climate-resilient facilities.
  • Prioritise inclusive and socially-just infrastructure planning, ensuring access for women, youth, PWDs, and underserved groups.
  • Expand peer-learning and innovation among APC-controlled states.

Security, Social Cohesion, and Community Resilience

Reviewing national security, the PGF expressed satisfaction with improved coordination among security agencies.
Governors:

  • Commended President Tinubu for ongoing reforms in the country’s security architecture.
  • Resolved to strengthen community-based security systems, intelligence gathering, and conflict-prevention structures.
  • Emphasised promoting unity, religious harmony, and ethnic understanding while rejecting all forms of criminality and hate speech.

Strengthening Local Governance and Citizen Engagement

Highlighting grassroots governance, the Forum:

  • Reiterated that effective local government administration is key to delivering the Renewed Hope Agenda.
  • Resolved to deepen transparency and accountability reforms in LGAs.
  • Agreed to expand citizen-engagement platforms, including town halls and consultations with traditional rulers, civil society, labour groups, youth, and women leaders.
  • Emphasised that explaining policies and adapting them based on public feedback is essential for democratic legitimacy.

Party Cohesion and Support for the Renewed Hope Agenda

The PGF expressed renewed loyalty to the APC, noting:

  • Commitment to strengthening internal democracy, reconciliation, and discipline within the party.
  • Pledge to support President Tinubu’s policy direction as “trustees of the people’s mandate.”
  • Determination to maintain APC as a performance-driven platform for national development.

Outlook and Call for Collective Responsibility

The Forum projected optimism about Nigeria’s future and called for sustained national unity.
Governors:

  • Pledged deeper policy coordination and inter-state cooperation.
  • Urged Nigerians to go about their daily activities without fear, wishing citizens a peaceful Christmas and New Year.
  • Called on all Nigerians to support the Renewed Hope Agenda and uphold the values of patriotism, respect, and hard work.
  • Reaffirmed commitment to working with the Presidency, National Assembly, local governments, private sector, civil society, and traditional institutions to build a nation anchored on justice and shared prosperity.

The communiqué was signed by HE Senator Hope Uzodimma, Chairman of the Progressive Governors Forum, on 6 December 2025.
